Bill was born in Enid, Oklahoma, on August 29, 1946, to Ivan and Gwen Crawford. He was raised in Enid and graduated from Enid High School in 1964. After attending Oklahoma State University for a year, he joined the United States Marine Corps in 1966, serving until 1970, including a tour in Vietnam.

After working in Oklahoma City for a year in the aircraft industry, Bill joined the family business in Enid, Souther's Florist, and worked there for the next twenty years. In 1990, Bill moved to Colorado Springs, Colorado, and then, a year later, to Tulsa, Oklahoma, entering the insurance business. He worked in that field for the next eight years, both in Tulsa and in Norman, Oklahoma.

In 1998, Bill moved to Manchester, New Hampshire, to be closer to his daughters, who lived in New England. He began working in the insurance-payroll service industry. He remained in New Hampshire until 2006, before returning to Oklahoma. He then spent the next few years employed as a truck driver. Bill retired in Norman in 2010, after which he drove a school bus part-time.

Bill was a talented photographer who enjoyed opportunities to sightsee and take photos. He also enjoyed reading, spending time with his family and traveling.

Bill leaves behind his son, Brad Crawford (and his wife Dawn Crawford) of Oklahoma City; daughter, Kelly French (and her partner Matthew Stavropoulos) of White River Junction, Vermont; and daughter, Terri Crawford, of Newport, New Hampshire. He also leaves behind three granddaughters, Adriann Crawford (and her husband Aaron Frerichs) of Amarillo, Texas; Ruby French of White River Junction, Vermont; and Chloe Jonas (and her husband Austin Jonas) of Abilene, Texas.
