<p>Why do we even bother with DST? The main purpose is to take an hour of sunlight from the early morning, when most folks are sleeping, and move it to the evening, where most folks could better use the additional light. DST starts in March and ends in November.</p>
<p>Another reason often cited is that DST will save energy costs because people do not need to turn lights on as early in the evening. Experts can’t agree on whether that is actually a result in savings though.</p>
<p>This is always a great time to check your smoke-detector batteries. Three out of five home fire deaths are caused by fires in properties where the smoke alarms were not working, according to FEMA. It only takes a minute to check and change a fire alarm’s batteries, and this should be done frequently.</p>

<p>Do your friends and family tell you you’re THE BEST ice cream maker? Well they’ve got just the contest for you! The Old Fashioned Homemade Ice Cream Crank-Off will be September 13th at 3:30pm with a $150 Prize to the winner!</p>
<p>Participants must provide minimum 6-quart entry and will be required to serve their ice cream. Ice cream scoops will be provided. Ice cream must be frozen and ready to serve at 3:30 p.m. Ice cream will be judged by the public. Entries will be accepted up to the starting time.</p>

										<content:encoded><![CDATA[<p>ENID, OK — The inaugural Culture Connection Summit 2025 will take place on Friday, October 10, 2025, at the Stride Bank Grand Ballroom in Enid, Oklahoma, bringing together community members, civic leaders, and cultural advocates for a full day of meaningful dialogue, cultural exchange, and actionable collaboration.</p>
<p>“We hope that this summit will bring together the White, Black, Hispanic, Native American, and Micronesian communities living in Enid. We aim to acknowledge and celebrate the rich diversity each of these cultural groups contributes to our community. We want to encourage participation, understanding, and collaboration. By working together, we can make Enid an even better place to live,” states Patrick Anderson, Summit Committee Collaborator.</p>
<p>The event kicks off at 8:00 a.m. with registration, morning coffee, and a continental breakfast, followed by opening remarks from Master of Ceremonies, Ward 3 City Commissioner Frank Baker, who will set the stage for the day’s goal: fostering dialogue, understanding, and collaboration across cultures in our increasingly diverse community.</p>
<p><strong>Event Highlights Include:</strong></p>
<p>• Keynote by J.C. Watts (9:10 a.m.) – American politician, clergyman, and former OU and professional football player.</p>
<p>• Cultural Spotlights (10:00 a.m.) – A vibrant showcase led by Donnie Childs, Raquel Gramillo, Chuck Kearney, and Terry Mote, featuring music, dance, and traditions from diverse backgrounds represented in the local community.</p>
<p>• Lunch Keynote by Mayor Amanda Sandoval of Bethany (NOON) – Sharing insights on leadership through inclusion and the role of municipalities in creating culturally vibrant communities.</p>
<p>• Interactive Breakout Sessions (1:00 p.m.) – Attendees will engage in small group discussions to tackle relevant community and cultural topics determined by a pre-event survey, followed by collaborative reporting and audience Q&amp;A.</p>
<p>• Community Planning &amp; Action Forum (2:30 p.m.) – Participants will vote on key initiatives, prioritize action items, and develop strategies to move multicultural efforts forward in Enid and beyond.</p>
<p>The summit will conclude with closing remarks at 3:15 p.m., highlighting future engagement opportunities and next steps, and then transitioning to a networking mixer at 3:30 p.m., encouraging informal connections with potential surprise guest appearances.</p>

“Our community is rich with cultures, stories, and experiences,” said Summit Committee Collaborator Raquel Gramillo. “The Culture Connection Summit is about bringing those together in one space—to learn, share, and build something stronger together.”</p>

The solstice marks the official first day of summer, and has been celebrated for its symbolic importance since ancient times.</p>
<p>The summer solstice happens between June 20 and June 21 every year and formally occurs when the sun reaches its highest point in the sky. At the exact same time summer starts in the Northern Hemisphere, winter starts in the Southern Hemisphere. The so-called "midnight sun" shines all day during the solstice in some parts of Alaska, Canada, Sweden and Finland.</p>
<p>This special day is bittersweet for some as it is the longest day of the year with the most sunlight, yet begins the journey back to days of shorter sunlight. Today, the sun rises farthest left on the horizon, and sets at its rightmost possible spot. Sunlight strikes places in your rooms that get illuminated at no other time.</p>
<p>The Earth spins on an axis tilted 23.5 degrees from the Earth's orbit around the sun. As a result, the most direct sunlight shifts between a band of latitudes of the Earth throughout the year, providing the change of seasons we know in the middle and higher latitudes.</p>
<p>Soon after the summer solstice, the length of daylight in the northern hemisphere will gradually grow shorter each day until the winter solstice in December, when the shortest amount of daylight occurs.</p>

The event symbolizes a new beginning for many tobacco users since the 1970s, and this year includes a limited-time offer providing added incentive to Oklahomans thinking about quitting tobacco.</p>
<p>Oklahomans who sign up for the Helpline's All Access plan get eight weeks of free patches, gum or lozenges, plus five quit coach calls if they register by Nov. 30.</p>
<p>“Tobacco users need critical support on their journey to quit, and the Great American Smokeout offers an opportunity to build a better, healthier life,” said Stephanie Pendergraft, TSET Healthy Living Program Coordinator serving Garfield County “Quitting can be hard, but support and a thoughtful quit plan increase the chances of success. The Oklahoma Tobacco Helpline provides free resources and support to all Oklahomans who want to quit tobacco and take control of their health.”</p>
<p>The Helpline encourages Oklahomans to start small and finish big during the Great American Smokeout by acknowledging successes and tackling tobacco cravings head-on. The Helpline offers tips for beating cravings and getting ahead of stressors at OKhelpline.com.</p>
<p>In addition to tips and resources online, the Oklahoma Tobacco Helpline provides free services, including text and email support and free patches, gum or lozenges. Additionally, Quit Coaches are available 24/7 to assist in creating a customized quit plan.</p>
<p>There is no one-size-fits-all solution to quitting tobacco. However, the Helpline’s evaluation results show that those who work with a Quit Coach and use the full range of services available have the best chance of quitting.</p>

										<content:encoded><![CDATA[<p>ENID, OK - The Enid Trails Master Plan offers recommendations for improving community access to outdoor resources by building a network of off-road multi-use paved trails and on-street linkages. The purpose of this Master Plan is to address the trail needs of community residents related to recreation, transportation, and economic pursuits. The plan addresses policies, programs, and physical improvements that should be implemented to improve access to recreation resources and improve transportation efficiency throughout the community. It identifies 33 corridors throughout the City of Enid that should be developed in the next 15 years.</p>
<p>The Trails Master Plan was developed by Enid in association with a steering committee of citizens, a trail planning consultant, and residents of the area. It responds to specific needs that were defined by residents through a series of public workshops. This executive summary describes the process that was used to prepare the Enid Trails Master Plan, as well as the major findings and recommendations of the plan.</p>

<p><strong><a href="https://www.enid.org/home/showdocument?id=441">ENID TRAILS MASTER PLAN</a></strong></p>
<h4>TRAIL ORDINANCE</h4>
<p>Multiuse conflict is a national problem for community and regional trail systems. Typically, conflicts are caused by overuse of a trail, however, other factors may be problematic including poorly designed and engineered trail alignments, inappropriate user behavior, or inadequate facility capacity. The most effective conflict resolution plan is a well conceived safety program that provides the individual user with a Code of Conduct for the Trail, sometimes called a Trail Ordinance. Several communities across the United States have adopted progressive trail ordinances to govern public use and keep trails safe for all users. The following Rules and Regulations shall be implemented for the Enid Trails System. These rules should be displayed both on brochures and information signs throughout the trails system.</p>
<p>1) Be Courteous: All Trail users, including bicyclist, joggers, walkers, wheel- chairs, skateboarders and skaters, should be respectful of other users regardless of their mode of travel, speed, or level of skill. Never spook animals; this can be dangerous for you and other users. Respect the privacy of adjacent landowners!</p>
<p>2) Keep Right: Always stay to the right as you use the Trail, or stay in the lane that has been designated for your user group. The exception to this rule occurs when you need to pass another user.</p>
<p>3) Pass on the Left: Pass others going in your direction on their left. Look ahead and behind to make sure that your lane is clear before you pull out an around the other user. Pass with ample separation. Do not move back to the right until you have safely gained distance and speed on the other user. Faster traffic should always yield to slower oncoming traffic.</p>
<p>4) Give Audible Signal When Passing: All users should give a clear warning signal before passing. This signal may be produced by voice, bell or soft horn. Voice signals might include “Passing on your left!” or “Cyclist on your left!” Always be courteous when providing the audible signal - profanity is unwarranted and unappreciated.</p>
<p>5) Be Predictable: Travel in a consistent and predictable manner. Always look behind before changing position on the Trail, regardless of your mode of travel.</p>
<p>6) Control Your Bicycle: Lack of attention, even for a second, can cause disaster - always stay alert! Maintain a safe and legal speed at all times.</p>
<p>7) Do Not Block the Trail: When in a group, including your pets, use no more than half the trail, so as not to block the flow of other users. If your group is approached by users from both directions, form a single line or stop and move to the far right edge of the Trail to allow safe passage by these users.</p>
<p>8) Yield when Entering or Crossing Trails: When entering or crossing the Trail at uncontrolled intersection, yield to traffic already using the other trail.</p>
<p>9) The Use of Lights: (where permitted) When using the Trail before dawn or after dusk be equipped with proper light. Cyclists should have a white light that is visible from five hundred feet to the front, and a red or amber light that is visible from five hundred feet to the rear. Other Trail users should use white lights (bright flashlights) visible two hundred fifty feet to the front, and wear light or reflective clothing.</p>
<p>10) Do not Use this Trail Under the Influence of Alcohol or Drugs: It is illegal to use this Trail if you have consumed alcohol in excess of the statutory limits, or if you have consumed illegal drugs. Persons who use a prescribed medication should check with their doctor or pharmacist to ensure that it will not impair their ability to safely operate a bicycle or other wheeled vehicle.</p>
<p>11) Clean-up Your Litter: Please keep this Trail clean and neat for other users to enjoy. Do not leave glass, paper, cans or any other debris on or near the Trail. Please clean up after your pets. Pack out what you bring in - and remember to always recycle your trash.</p>
<p>12) Keep Pets on Leashes: All pets must be kept on secure and tethered leashes. Keep pets off of adjacent private property. Failure to do so will result in a fine.</p>
<p>13) Prohibition on Camp Fires: Fires, for any purpose, are prohibited within the Trails System. Any person caught lighting a fire for any purpose will be prosecuted to the fullest extent of the law.</p>

<h4>CITY TAG &amp; LICENSE</h4>
<p>All dogs and cats over the age of six months, are required to be licensed with a City ID tag. To obtain a City license for pets over the age of six months, proof must be presented in the form of a current rabies certificate to the Enid Police Department. The cost is $5.00 per animal per year.</p>

<h4>5-7A-1: REGISTRATION AND INOCULATION REQUIREMENTS:</h4>
<p>-<br />
A. Registration Required: Every person who owns or has charge, care, custody, possession or control of any dog, cat, ferret or potbellied pig over the age of six (6) months shall register it annually with the police department.<br />
-<br />
B. Inoculate Dogs, Cats And Ferrets; Examine Potbellied Pigs:<br />
-<br />
1. Inoculation Of Dogs, Cats And Ferrets: No dog, cat or ferret shall be registered until after it shall have been inoculated by a licensed veterinarian with an approved and recognized rabies vaccine and a certificate signed by such licensed veterinarian certifying to such inoculation shall have been presented to the police department showing that the animal has been inoculated, which will render such animal immune from rabies for the period of registration.<br />
-<br />
2. Examining Potbellied Pigs: No potbellied pig shall be registered until after it has been tested and examined by a licensed veterinarian against infectious disease and a certificate signed by such licensed veterinarian certified to such examination shall have been presented to the police department for the period of the registration.<br />
-<br />
C. Record Kept By Police Department: The police department shall record in a book kept for that purpose the name and address of the person who owns or has charge of the dog, cat, ferret or potbellied pig, a brief description of the dog, cat, ferret or potbellied pig and the registration number assigned to it.<br />
-<br />
D. Tag Worn By Animal: The police department shall furnish the registrant, at the time of registration, with a tag which will be securely and visibly attached to the dog, cat or potbellied pig, and which shall indicate the calendar year for which the license has been issued. Tags for ferrets should be kept in a secure, readily available location associated with the ferret. All tags shall be valid for the calendar year in which they are issued regardless of when the tag is obtained.<br />

E. Exceptions: The provisions of this section shall not apply to dogs, cats, ferrets or potbellied pigs owned by, or in the charge of, nonresidents of the city so long as the dogs, cats, ferrets or potbellied pigs do not remain in the city for more than fifteen (15) days.<br />
-<br />
F. Rabies Vaccine Sales Restrictions: Any seller of recognized rabies vaccine, who provides for the sale of the vaccine to persons other than licensed veterinarians, must provide written notice to those individuals prior to sale of the vaccine that inoculations made other than by a licensed veterinarian will not be sufficient for registration under this chapter and if not properly administered may not provide adequate protection from rabies for the animal. Written notice will be deemed to have been provided to such purchaser by seller, if seller has posted a placard giving written notice in type no smaller than three-eighths inch (3/8 ") at all checkout counters or at all public entrances. Failure of such seller to provide such written notice shall constitute an offense.<br />

G. Number In Possession Limited: There shall be no more than five (5) dogs, cats or potbellied pigs in any combination thereof, of more than six (6) months of age, per property, excepting property zoned agriculture.<br />

H. Penalty: A violation of this section shall be punishable by a fine of up to fifty dollars ($50.00) plus costs. (Ord. 2014-13, 5-6-2014)</p>

<p><strong>Adoption Fee</strong><br />
They range from $80-115 and the fee isn't for the adoption itself. It covers the spay or neuter and for the shots to be up to date. The fee for cats is $70-80 (if you choose to use The Cat Clinic it's $30-$50) and for dogs (depending on the size and gender) it is $75-115. Then when you take the animal to the vet, you aren't charged for those services. If an animal is already fixed you'll pay $20 for the rabies vaccine.<br />

<p>Also, you MUST get the animal fixed within 6 months. This is very important. We suggest you take the animal immediately after adopting them to have them check out by the vet and schedule their spay/neuter. It is law that you get your animal fixed. If you were here for the countless animals that are put down, you'd get a good idea of why this law is in place. There is no need for more puppies or kittens to be born, when there are so many that are homeless.<br />

<p>Players from the Miracle League of Enid will be recognized and presented medals at the event. The Miracle League of Enid is a baseball league for individuals with special needs. Proceeds from the Mud Volleyball Tournament help to make renovations to ABC Park in Enid to continue to make the field and the playground more accessible.</p>

The event will be at the gazebo on the north side of the Garfield County Courthouse in downtown Enid.</p>
<p>The prayer gathering is sponsored by the Enid Ministerial Alliance, which represents numerous churches and ministries in Enid. National Day of Prayer is not affiliated with any one denomination, and all people are encouraged to attend and pray.</p>
<p>National Day of Prayer is an annual observance held on the first Thursday of May, inviting people of all faiths to pray for the nation. The Enid event is scheduled in a central location and over the lunch hour to make it easier for people to take a break from work and join others in prayer, said Mark McAdow, Enid Ministerial Alliance President and Senior Pastor of Willow View United Methodist Church. “We want all people to feel welcome as we unite together in prayer.”</p>
<p>“Events of this past year have stressed people and families in ways they’ve not been tested before. The National Day of Prayer is a great opportunity to raise those burdens up, recognizing once again that we need an all-powerful God in our lives, in our community and in our country,” McAdow said.</p>
<p>The National Day of Prayer has roots that date back to 1775, when the Continental Congress asked the colonies to pray for wisdom in forming a nation. In 1863, President Abraham Lincoln proclaimed of a day of “humiliation, fasting, and prayer.” In 1952, a joint resolution by Congress, signed by President Harry Truman, declared an annual national day of prayer, and every president since 1952 has signed a National Day of Prayer proclamation. In 1988, the law was amended and signed by President Ronald Reagan permanently setting the date for National Day of Prayer as the first Thursday of each May.</p>
<p>The 2021 event theme is “Lord, pour out you love, life and liberty.” It is based on II Corinthians 3:17.</p>
<p>Free parking is available surrounding the courthouse square.</p>
