Monsees said that persons who are United States Citizens, residents of Oklahoma, and at least 17 ½ years old are eligible to apply for voter registration. However, you must be at least 18 years old to vote.

Applications must be received by the County Election Board or postmarked no later than midnight, October 9. Applications postmarked after that time will be accepted, but will not be processed until after the November 3 election. Applications may also be submitted to any motor vehicle agency that is also an official voter registration agency by the submission deadline.

Applicants will be notified in writing when their application has been processed. Approved voters will receive a Voter Identification Card in the mail. Some may receive a letter that explains the reason or reasons the application was not approved. Monsees said those who do not receive a response within 30 days of submitting their application should contact the County Election Board office immediately.

The Garfield County Election Board reminds voters that applications must be approved by the County Election Board Secretary in order to vote.

Registered voters who have moved to Garfield County from a different county or state will need to complete a new Voter Registration Application in order to be eligible for elections in Garfield County. If you have moved within the county and need to update your address, you may make changes online using the OK Voter Portal at oklahoma.gov/elections/ovp or complete a Voter Registration Application.

Voter Registration Applications can be downloaded from the State Election Board website at oklahoma.gov/elections. You may also complete a form at your County Election Board. Most post offices, tag agencies, and public libraries have applications available upon request.

ABSENTEE BALLOTS

Voters in Garfield County who want an absentee ballot mailed to them for the November 3, 2026, election should apply now, County Election Board Secretary Shari Monsees said today.

Absentee ballots are available to all registered voters, provided they are eligible to vote in the election requested. No excuse is needed to vote by absentee ballot.

The deadline for requesting an absentee ballot is 5 p.m. Monday, October 19, 2026. Voters may submit a request using the OK Voter Portal at Oklahoma.gov/elections/ovp. Request forms are also available at Oklahoma.gov/elections and at the Garfield County Election Board office located at 903 Failing Avenue, Enid.

Monsees reminds voters to allow time for an absentee ballot to be received, completed, and returned by mail to the County Election Board. “With some exceptions, all absentee ballot affidavits must be notarized before being returned. Voters should give themselves plenty of time to make sure all steps have been followed and that the ballot is returned on time in order to be counted,” Monsees said.

Voters exempt from having an absentee ballot affidavit notarized include those who are physically incapacitated and those who care for physically incapacitated individuals that cannot be left alone. Voters who request a “physically incapacitated” ballot must have the signature on their absentee ballot affidavit witnessed by two people.

Military personnel and residents living overseas, along with their spouses and dependents, are also eligible for certain allowances. Military personnel should contact the Voting Services Officer in their unit for an Absentee Ballot Application. Residents living overseas may obtain Absentee Ballot Applications from any United States military installation or United States Embassy or Consulate. Military personnel and overseas citizens who are already registered voters in Oklahoma may apply for absentee ballots using the OK Voter Portal at Oklahoma.gov/elections/ovp. Those who need to complete a new Voter Registration Application should apply through the Federal Voting Assistance Program at FVAP.gov.

All completed absentee ballots must be received by mail to your County Election Board no later than 7 p.m. on Election Day. Hand-delivered absentee ballots must be received no later than the end of the business the Monday before the Election Day.

EARLY VOTING

Early voting begins Wednesday, October 28 for registered voters in Garfield County. Voters who will not be able to make it to the polls on Election Day have the option of voting early at their County Election Board Office, 903 Failing Avenue, Enid.

Garfield County Election Board Secretary, Shari Monsees, said early voting is open to all registered voters. “You don’t need to provide an excuse to vote early. Oklahoma allows early voting for all elections conducted by the County Election Board or State Election Board – from school board and municipal elections to state and federal elections. This is a great option for those who will be out of town on Election Day or who want to avoid long lines,” Monsees said.

Early voting is available Wednesday-Friday, October 28-30, from 8:00 a.m. to 6:00 p.m. and Saturday, October 31, from 8:00 a.m. to 2:00 p.m. at the Garfield County Election Board Office located at 903 Failing Avenue, Enid. Monsees reminds voters that early voting is not available at polling locations.

Some voters may need assistance to vote because they are blind or visually disabled, physically disabled or infirmed, or illiterate. Such individuals may request to have an assistant or vote privately and independently using the ATI device attached to the voting device. Those who require assistance should talk to the precinct official or contact the County Election Board directly for instructions.

Sample ballots are now available for the November 3 Election. Voters can view or download a sample ballot using the State Election Board OK Voter Portal at oklahoma.gov/elections/ovp or pick up a copy at the Garfield County Election Board during normal business hours.

Only voters that have an election will be able to view a sample ballot in the portal. “If the OK Voter Portal indicates that you have no sample ballots available, it means you are not eligible to vote in an upcoming election. Monsees said sample ballots will also be posted outside every precinct polling place on Election Day, so voters can review them before casting their votes.

Voting Information

You can register to vote if you are a citizen of the United States, a resident of the State of Oklahoma, and 18 years old or older.

Felons - A convicted felon may not register for a period equal to the time of the original sentence. A convicted felon who has been pardoned may register.

Persons Judged Incapacitated - Persons judged incapacitated by a court may not register to vote.

You must fill out a voter registration application form. Voter registration applications are available at your County Election Board, post offices, tag agencies, libraries and many other public locations. You will be offered a voter registration application when you get your driver's license and when you apply for assistance at some government agencies. You also may download an application form. You must sign and date the oath printed on the form. When you sign the voter registration application form, you swear that you are eligible to register to vote.

You may submit your voter registration application form at any time. However, voter identification cards cannot be issued during the 24 days prior to an election. If your registration application is received by the county election board during the 24 days before an election, you will not receive your voter identification card until after the election.

Polls are open in Oklahoma from 7 a.m. to 7 p.m. Tuesday. Polling lines are normally longest before and after work and at lunch.

Oklahoma law requires everyone who votes in person at a polling place to provide a valid proof of identity before receiving a ballot. There are three ways for you to prove your identity:

• Show a valid photo ID issued by the federal, state or a tribal government.
• Show the free voter identification card issued to every voter by his or her county election board.
• Sign an affidavit and cast a provisional ballot. The ballot will be counted after Election Day if the information provided matches official voter registration records.

James “Doug” Frantz, the living honoree, has devoted his life to service through military sacrifice, civic leadership and volunteerism. A Vietnam veteran and Purple Heart recipient, Frantz became a respected business and community leader following his military service. He served as president of the Rotary Club of Enid and Enid Noon AMBUCS, supported numerous nonprofit organizations and served two terms as Mayor of Enid. His dedication to improving the quality of life for others has made a lasting difference in the community.

Robert W. “Bob” Dense, the posthumous honoree, was a successful businessman, community leader and volunteer whose influence helped shape Enid for more than five decades. As president and CEO of Dense Mechanical Contractors, he built a successful company while dedicating himself to civic service. Dense served in leadership roles with the Greater Enid Chamber of Commerce, St. Mary’s Mercy Hospital, Enid Rotary Club, United Way of Enid and numerous educational, cultural and charitable organizations. His commitment to mentoring youth, supporting local causes and strengthening community institutions left a lasting impact on Enid.

The proposal increases the Hotel Occupancy Tax from 8% to 12%, effective October 1. This tax applies only to hotels and motels in Enid and does not apply to private, owner-occupied short-term rentals listed through platforms such as Airbnb or Vrbo.

The proposed increase is projected to generate more than $700,000 in additional annual revenue. Use of Hotel Occupancy Tax revenue is restricted by law to eligible tourism-related purposes, including projects and initiatives that attract visitors and strengthen our community.

The revised ordinance also provides for a 60/40 revenue split, allowing both the City of Enid and Garfield County to benefit from the additional revenue.

Tyler Kijac with TK Pro Rodeo along with the Chisholm Trail Expo Center will be bringing back PRCA Rodeo to Enid, Oklahoma. After two decades Enid will have its PRCA rodeo back March 12-13, 2027.

The Oklahoma Legislature passed Senate Bill 861 during the 2007 Legislative Session to benefit both consumers and retailers in the state by providing sales tax exempt shopping. This will help businesses by providing a boost in the economy and the consumer by allowing them to save money when shopping for clothing and shoes.

Sales of any article of clothing or footwear designed to be worn on or about the human body and the sales price of the article is less than one hundred dollars ($100) are exempt. This does not apply to the sale of any accessories, special clothing or footwear primarily designed for athletic activity or protective use that is not normally worn except when used for athletic activity or protective use, or to the rental of clothing or footwear.

At 8:30 p.m., the Enid Symphony Orchestra will be performing under the direction of Douglas Newell, Music Director. To ensure safety of spectators, motorists and event staff, the following roads will be temporarily closed prior to the celebratory event: W. Rupe Avenue at Van Buren (U.S. 81), S. Van Buren Access Road at W. Rupe Avenue, and W. Rupe Avenue at S. Johnson Street.

Following the fireworks, traffic from the Golf Course will be directed west on Rupe Avenue towards Cleveland Street and traffic from Meadowlake Park will be directed west on Rupe Avenue towards S. Johnson Street. Traffic on Van Buren south of W. Moore Avenue will be directed either east onto W. Moore Avenue or south on Van Buren toward Southgate Road. This will result in a temporary closure of Van Buren (U.S. 81) north of W. Moore Avenue.

FIREWORKS WARNING!

Enid has a city wide ban on the possession, sale and use of fireworks within city limits. State Law says fireworks can only be sold in Oklahoma between June 15 and July 6. Class C fireworks, such as firecrackers, bottle rockets and exploding devices are prohibited in city limits, but novelty fireworks, such as party poppers and smoke bombs, are permitted. If you get caught you could be fined up to $500 plus court costs. You can transport them if they stay unopened. You can set off fireworks outside the city limits but it is illegal to set off fireworks on county or public roads or near a standing crop.

YWCA Enid announced today that Executive Director Courtney Dennis will step down from her role in late summer, with her final day of leadership set for August 28, 2026, following more than a decade of service to the organization, including six years as Executive Director.
The YWCA Board of Directors has officially opened the search for the organization’s next Executive Director. Interested candidates are encouraged to submit a cover letter, resume, and list of three professional references to YWCA Enid Board President Hannah Hankey at board@ywcaenid.com. YWCA Enid’s programs and services will continue uninterrupted throughout the leadership transition, including emergency shelter, advocacy, prevention education, counseling, and support services for survivors of domestic violence, sexual assault, and stalking.

During her tenure, Dennis led the organization through a period of significant growth and strengthened impact. Under her leadership, YWCA Enid expanded programs and community partnerships, increased facility safety and security, elevated awareness of victim services throughout the region, and strengthened organizational operations and sustainability. Dennis also played a vital role in advancing statewide funding for victim services programs across Oklahoma.

“It has been the greatest honor to lead YWCA Enid,” said Dennis. “This work is deeply personal to me, and I am incredibly thankful for our dedicated staff, Board of Directors, community partners, and supporters, whose compassion and commitment make our mission possible every day. I am proud of what we have accomplished together and confident the organization will continue to thrive for years to come.”
Board President Hannah Hankey expressed appreciation for Dennis’s leadership and contributions to the organization’s long-term strength and stability.

The U.S. Department of Transportation's National Highway Traffic Safety Administration, Oklahoma Highway Safety Office, Oklahoma Highway Patrol and local law enforcement across the state urge drivers and passengers to buckle up for the Click It or Ticket seat belt safety campaign. The national high-visibility seat belt enforcement effort, which coincides with the Memorial Day holiday, runs from Monday, May 11th through Sunday, May 31, 2026.

"Seat belt use should be an automatic habit for drivers and passengers alike," said Lt. Chris Arnall of the Oklahoma Highway Patrol. "During the Click It or Ticket campaign, we'll be working with our fellow law enforcement officers across local and state lines to ensure the message gets out to drivers and passengers. Not buckling up could mean a ticket, or worse, risking a life."

In the 2025 Oklahoma Seat Belt Survey, statewide seat belt usage was 85.3% which is significantly below the 2024 national seat belt use rate of 91.2%. Of the Oklahoma counties surveyed, only two counties reported use rates of 90% or higher. Six counties had rates below 80% with the lowest use rate recorded at 72%. The Click It or Ticket mobilization is a reminder that seat belts save lives. Participating law enforcement agencies will be taking a no-excuses approach to enforcing Oklahoma's mandatory seat belt and child restraint laws, writing citations day and night.

Buckle Up the Right Way

Place the shoulder belt across the middle of the chest and away from the neck.
Lay the lap belt across the hips and not the stomach.
NEVER place the seat belt behind the back or under arms.

"We are asking friends and family to remind each other to buckle up in the front and back seats and to consider changing their habits if they don't," said Lt. Arnall. "Seat belts save lives, and everyone — front seat and back, child and adult — needs to remember to buckle up for every trip, every time."

Garfield County officials have formally issued an Emergency Disaster Proclamation in response to the EF-4 tornado that impacted the Enid area and surrounding communities on Thursday, April 23, 2026.

This proclamation, signed by the Garfield County Board of Commissioners, recognizes the significant damage caused by this storm and allows the county to access additional emergency resources, coordinate response efforts, and support ongoing recovery operations.

The tornado caused widespread damage to homes, infrastructure, and agricultural property across the county. In the days since the storm, first responders, public works crews, volunteer organizations, and community partners have worked around the clock to assist affected residents and begin the recovery process.

“Our community has faced a devastating event, but the response has shown the strength and resilience of Garfield County,” said Emergency Management Director Jacob Price. “We are grateful for the outpouring of support and remain committed to helping our residents recover safely and as quickly as possible.”

Cleanup operations are well underway, with coordinated efforts continuing across impacted areas. Residents are encouraged to remain cautious in debris zones and watch for heavy equipment as recovery efforts continue.

Volunteer and donation efforts are ongoing and continue to be coordinated to ensure resources are used effectively. Those wishing to help are encouraged to follow official guidance on how to safely contribute.

Garfield County remains in close coordination with state and local partners as damage assessments continue and additional assistance is pursued.

Letter carriers across Oklahoma will once again help fight hunger during the annual Stamp Out Hunger Food Drive on Saturday, May 9.

Now in its 34th year, the effort encourages residents to leave nonperishable food donations by their mailboxes before their mail carrier arrives. Donations collected along postal routes in central and western Oklahoma will benefit the Regional Food Bank of Oklahoma and its partner agencies, helping stock shelves for local families in need.

Residents should watch for a plastic donation bag in their mailbox during the week leading up to the drive. Food can be placed in that bag or in any plastic bag and left by the mailbox for pickup on May 9.

Since the food drive began in 1992, more than 14.2 million pounds of food have been collected. Organizers say last year’s drive helped provide more than 750,000 meals. All donations stay local to support communities across the region.

“Hunger affects every community, and addressing it takes community action,” said Kelli Hayward Walsh, manager of OG&E Community Outreach & Engagement. “Stamp Out Hunger is neighbors helping neighbors, and OG&E stands alongside the Regional Food Bank in this impactful effort to help our neighbors.”

Regional Food Bank CEO Stacy Dykstra said the drive continues to make a direct difference for Oklahomans facing hunger.

“The beauty of Stamp Out Hunger is how it unites our communities through a simple act of giving,” Dykstra said. “Donations collected through this drive directly support our neighbors experiencing hunger.”

Organizers welcome all nonperishable food items. Some of the most-needed items include:

peanut butter
canned tuna or chicken
canned fruits
pasta and canned sauce
soup and stew

Healthier items such as whole grain and low-sodium foods are also encouraged.

Those who would rather give financially can text “StampOK” to 53-555. Organizers say every $1 donated helps provide three meals to Oklahomans facing hunger.

The food drive is presented by OG&E and American Fidelity, with additional support from CSAA-AAA Insurance, OU Health, WEOKIE Foundation, Bank of Oklahoma, and The Oklahoman.

Northern Oklahoma College Enid has hired Josh Quintero as the new Jets Cheer Coach for the 2026-2027 school year.

The cheer program was officially reinstated in December and will return for the 2026-27 academic year.

NOC Athletic Director Alan Foster announced the hiring this week.

“I am excited to welcome Josh back to the NOC coaching family,” Foster said. “He did a great job with our program before and I believe that he will continue to do great things as we enter this new chapter of competitive cheer. I look forward to his return.”

Quintero is no stranger to NOC Enid. He previously served as cheer coach for 10 years before the program was dropped in 2023. During that time, he led the Jets to four national championships.

“Bringing cheerleading back to NOC Enid isn’t just about a program, it’s about restoring opportunity,” Quintero said. “It’s about giving athletes a path to continue their passion for cheer, while earning an education, and be part of something bigger. With a championship culture already in place with four National Championships, we’re excited to build on that legacy and create something special for this community.”

He added, “NOC Enid has a championship culture in all their sports and now we get to help support these teams as we try to bring more championships back to Enid.”

Quintero grew up in west Texas and cheered for five years on the Small Coed Cheer Team at West Texas A&M University. He also served as a head instructor for the Universal Cheerleaders Association, spending many summers teaching junior high and high school cheer camps across the country. While working with Varsity, he also helped create some of the largest cheer competitions in the nation that are still operating today.

Quintero and his wife, Missy, own and coach Spirit Express in Enid. Over the years, he has served on several cheerleading boards, including the Oklahoma Cheer Coaches Association for high school cheerleading. In 2009, he was named one of the Top 30 Coaches Under 30 in the cheer industry by CheerCon. He has also helped develop some of the safety standards still used in cheerleading today.

Through Spirit Express, the Quinteros have won multiple state, regional, and national titles with both their all-star teams and high school teams.

Quintero also owns Freedom Spirit Championships, where he runs some of the top cheerleading competitions for all-star and school teams.

A native of Amarillo, Texas, Quintero graduated from Amarillo High School and earned his degree from West Texas A&M University.
