										<content:encoded><![CDATA[<p>ENID, OK - Putnam City High School has cancelled this Friday’s football game due to COVID-19.</p>
<p>The school was scheduled to play Enid High School at the Plainsmen’s first home game of the season.</p>
<p>According to Putnam City’s superintendent, the district’s plans indicate that they cannot attend activities, home or away, when the county they are playing in is in Orange Level 2 or higher. Garfield County is currently in Orange Level 2 , according to the map indicating COVID-19 cases by county released every Friday by the Oklahoma State Department of Health.</p>
<p>OSSAA is allowing teams to have a “cancellation of game” during the regular season this year due to public health concerns. With Friday’s game being a non-district game as well as being in the regular season, cancelling the game would not count toward either school’s record.</p>
<p>“We regret that we are unable to cheer our Plainsmen to victory this Friday evening, but we also understand when a district makes the difficult decision to cancel out of concern for the health and safety of their students and staff,” said EPS Superintendent Dr. Darrell Floyd. “We hope to reschedule the game in the future, depending on how the rest of the season goes.”</p>
<p>EHS head football coach, Rashaun Woods, is working on a replacement game or scrimmage for Friday night’s originally scheduled game. More details will follow with updates.</p>

"On the first day of school, they feel more comfortable and relaxed, and they're ready to learn when the bell rings. It’s a great way to start the school year."<br />

Many schools will host booths from their respective PTA organizations, as well as other community groups such as the Boy Scouts and Girls Scouts.<br />

<p>Blaine County -- The medical examiner’s office has made a positive identification on remains found near Canton June 13, 2016.  The remains are those of Christopher Blake Scruggs (d.o.b. 10/8/1992), a suspect in a homicide near Canton last year.  OSBI special agents and other law enforcement in Blaine County have been searching for Scruggs since the homicide.  A farmer spraying his field found a human skull and called the sheriff’s office.  OSBI special agents went to the scene and with the help of deputies and other searching the area more remains were discovered.  Several months ago, a murder warrant was issued for Scruggs in the homicide of Caylee Massey.  October 27, 2015, 18-year-old Massey was riding in a truck headed to Canton from Oklahoma City when she was shot in the head.  The driver of the truck pulled to the side of the road and Scruggs, a passenger in the truck, fled the scene. The medical examiner says it could take several months to determine a cause/manner of death for Scruggs. OSBI special agents continue to investigate Massey’s murder.</p>

<h4>Railroad Crossing Destroyed</h4>
<p>TRAFFIC ALERT: BNSF Railway will be using Roadsafe Traffic to close both INSIDE lanes on W. Garriott in front of Emmanuel. The closing allows for repairs to be made to the railroad crossing light.<br />

According to City of Enid Engineering officials, traffic will be restricted to the outside lanes during the repair. The repair is scheduled to be complete Tuesday evening. Work begins at 6am.<br />

A tanker truck and another vehicle reportedly slammed into each other, causing both vehicles to burst into flames this morning before 5am. The crash happened at the intersection of Highway 412 and Highway 81 in front of the RSVP building at Champlin Park.<br />

Officials say one of the drivers involved in the wreck ran a red light. Reports also state that everyone left the accident safely and the tanker caught on fire after the collision.</p>

<h4>Car Fire On W. Willow</h4>
<p>Enid firefighters responded to a vehicle fire in the 1900 block of W. Willow Road at approx. 6:45 pm.&nbsp; The vehicle was off the roadway in an open field where the hot exhaust manifold and catalytic converter ignited the freshly cut hay. Firefighters responded with a grass rig to extinguish the fire in the vehicle and surrounding field.&nbsp; The driver of the vehicle was treated by Life EMS and transported to St. Mary's Hospital.<br />

<p>Last night, Dustin Baylor was one of many parents already camped out in front of Chisholm elementary school for the 5pm pre-K enrollment today. Tents, chairs, cots, and car sleepers were all present. Roughly 25 spots were already accounted for last night. More parents were expected to join the line late last night and today. Chisholm only has 40 slots available. In district families get first priority.</p>

<h4>Sand Truck Rollover</h4>
<p>UPDATED: A state sand truck rolled over on highway 412 between Enid and Lahoma. The location was near highway 132. There are no reports of serious injury at this time. Reports are that a car slid thru a stop sign causing the rollover. <p><span class="_3qi9">Academy Sports and Outdoors is a lifestyle retailer with a broad assortment of quality hunting, fishing, and camping equipment along with sports and leisure products.  The Texas-based company operates over 200 stores in the U.S.  The Enid store will be constructed on the old Walmart store property located across from Oakwood Mall.<br />

<p>Local Ward Petroleum employees of a certain age were offered early retirement packages recently. Many of their positions are being moved to offices in OKC. According to one longtime employee, all but a handful of other positions are also being moved to the OKC office.<br />

President and CEO Bill Ward told me on the phone that the company has offices in Enid, OKC and Colorado. He said that they move employees from time to time to meet certain needs. At the time that we spoke, Ward did not indicate that all positions would be leaving Enid.</p>

A panel of local representatives from food, service and retail chains such as Chik-fil-a and Ace Hardware will be in attendance. This panel will discuss how a person can open a chain, how to connect to a franchise, and more.<br />

Keynote speaker Rickey Hayes will speak in-depth about the economic development opportunities available and the types of franchises looking to locate in Enid. Hayes is the founder of Retail Attractions, LLC, an economic development consulting company hired by the city of Enid in 2009. This company works to fill empty retail spaces and help maintain existing retail businesses, according to their website.<br />

The opportunity for expansion in Enid is visible. In a survey by the U.S. Bureau of Labor Statistics, an opportunity gap represents the difference between retail sales where reported demand exceeds reported sales within the same defined trade area. In Enid, full service restaurants have an opportunity gap of over $27 million. For clothing and clothing accessories the opportunity gap is over $22 million. And for electronics and appliances the opportunities gap is over $11 million. For all categories, the total is over $232 million.<br />

“There have been times Enid has had franchises that have wanted to come here but no one wanted to run them,” said Lisa Powell, associate director of the Enid Regional Development Alliance. “We don’t have things here because franchises don’t have owners.
