In 1932, Russell L. Wiley, Phillips University Band Director, 1928-1934, founded Phillips Band Day drawing bands from Oklahoma, Kansas, and Texas. In the first year they only had about eight or ten bands. To increase the draw they brought in Edwin Franko Goldmand, who was the biggest name in music at the time. In 1933, a group of Enid businessmen decided they needed a better name for the big time band event. It was then renamed the Tri-State Band Festival. Goldman was invited back for three more years and Tri-State began to grow. By 1934 they had 6,000 band member attending the festival. The name was changed once again to the Tri-State Music Festival. At that time it was expanded to include all music groups. Tri-State is a very unique music festival with no others like it in the United States. Tri-States goal continues to be to promote music for everyone. The next Tri-State Music Festival annual Grand Concert will feature the 2006 Tri-State Honor Band, Honor Jazz Band, Honor Orhestra, Honor Choir and Honor Show Choir.
