NOC Regent Chad Dillingham Takes Oath of Office

ENID, Okla. - Chad Dillingham of Enid took the oath of office as a member of the Northern Oklahoma College Board of Regents at the July Regents’ meeting at NOC Enid. District Judge Paul K. Woodward administered the oath.

Dillingham, president and co-owner of Dillingham Insurance in Enid, begins a five-year term as Regent, succeeding Keith James of Pond Creek. According to NOC President Dr. Cheryl Evans, Dillingham’s advice and guidance will help Northern to continue accomplishing great things for its students.

Honoring James for his 20 years of service on the Board, the Regents voted to name their meeting room G 102 in Gantz Center the “James Room.”

Bart Cardwell, NOC Sheep Center manager, highlighted accomplishments of the Sheep Center for the past year, noting that the college is recognized nationally for its premier sheep program. A ram, 15 ewes and four mature ewes were donated by various individuals to the program, and the NOC Show Flock had “lots of success” at various shows throughout the country.

Austin Kindschi, livestock judging coach and assistant farm manager, said that in a year and a half, the judging team had increased from one to 20 students, including 10 incoming freshmen. In the 2016 National Picture Judging Contest sponsored by the National Swine Registry, the NOC Black team placed second of 28 teams in the college division, and Kindschi placed second of 79 contestants in the adult individual division.

“I’m optimistic about building the [judging] program,” Kindschi told the Regents.

Dr. Rick Edgington, vice president for enrollment, presented preliminary figures for fall enrollment. Retention rates are 85.91 percent for Tonkawa and 79.36 percent for Enid, “very high for a community college,” he commented.

Dr. Ed Vineyard, vice president for NOC Enid, reported that 1063 students have entered the NOC/NWOSU Bridge Program since its inception in 2007, and potential scholarships have exceeded $2 million. The program allows students to transfer smoothly from Northern to Northwestern Oklahoma State University.

Personnel actions reported included resignations from nursing instructors June Buller and Tanya Vaughn, women’s soccer coach Josh Smith, Child Development director Linda Sutherlin, Standing Bear facilities manager Tobie Bonvillain and staff assistants Ricky Ethridge, Chris Randall, Carrie Rogers and Shelly Schulz. Randy Long has retired as director of printing services.

The Board appointed Regents Jeff Cowan and Stan Brownlee as Group One Trustees to the NOC Foundation Board and approved Kathi Box and LynnDe Funk, Enid area, and Tom Poole, Tonkawa area, as Group Three Trustees.

Anita Simpson, vice president for financial affairs, reported total net assets of $3,920,860.38 for the fiscal year 2015-2016 and presented the monthly financial report for the Regents’ approval. Other items approved included monthly purchases, which included SimBaby manikins for Tonkawa, Enid and Stillwater nursing skills labs, floor coverings for Maverick Cafeteria and Easterling Hall and residence hall furniture as well as a Section 13/New College Fund 600-650 allocation request for $580,000 for capital projects at Tonkawa and at Enid.

The Regents also approved the 2016-17 Employee Handbook, the 2016-2017 Institutional Assessment Plan and the 2017 NOC Board of Regents meeting dates.

Attending the meeting were regents Tom Dugger, Stillwater, chair; Jeff Cowan, Ponca City, vice chair; Linda Brown, Ponca City, member; and Chad Dillingham, Enid, member.

The Board of Regents will not meet in August. The next meeting is set for September 21 at NOC Enid.
