No Left Turns Enid!

The widening of west Garriott is close to an end. A fifth middle lane has been added from Johnson to Fillmore for drivers needing to turn left along the road. There has been much speculation as to why the street was not widened along Taylor, Polk and Tyler near the homes of Norman Lamb and the Champlin Mansion. I'll leave that to the rumor mill until I have absolute proof as to the reasons.
My prediction for 2009 was that there would be no left turn signs put up to stop drivers from trying to turn left onto Taylor, Polk, Tyler and Sequoyah. Well, I was wrong. Instead of no left turn signs they have now created a concrete median in the middle of the street to prevent any turning at all. Drivers entering Garriott from any of those side streets are now prevented from turning left onto Garriott.
Kudos for widening part of west Garriott and just plain confusion as to why a large part of the street is now worse off than it was before. I'll just scratch my head and ponder.
If you know why this was done and can back up your reasoning with fact please let us know.

What a ridiculous idea. No left turns off of Garriott makes sense if they are not going to widen it there, but no left turns ON to Garriott is just stupid.
It is because the rich rules the town. Can't take away from the north side of the road because of the access to the houses. The south side has plenty of room but has the old champlin mansion. God forbid they have to give up any of their land.
